Maizuru-koen, Uminonakamichi Seaside Park, and Atago-jinja are the recommended spots to see cherry blossoms in Fukuoka. I've personally enjoyed hanami many times, both day and night, at Maizuru koen and I love it there. I've visited Atago-jinja once and it was a little hard for me to get there as it was far from where I lived and I wasn't familiar with that area- but it has cherry blossoms and a view of the city. I've been to Uminonakamichi and Shikanoshima many times, but I've actually never been to Uminonakamichi Seaside Park for hanami. It was recommended by several websites so I thought I'd include it here. If you go there, I recommend taking the time and go out to Shikanoshima- and go around the island and to the beach there.
